Seems like government of Qatar commissioned investigation by DLA Piper ONLY to deflect international pressure rather than an effort seeking to improve working conditions of workers, reports  Guardian News, http://www.theguardian.com/world/2014/dec/23/qatar-nepal-workers-world-cup-2022-death-toll-doha
Earlier DLA Piper’s submitted a report on migrant workers’s rights to government of Qatar. Report available athttp://www.engineersagainstpoverty.org/documentdownload.axd?documentresourceid=58
